The Charter: a collective agreement

The Charter for the Regional Nature Park constitutes a collective agreement between communes, intercommunal bodies, the Nord Regional Council, the Nord-Pas de Calais Regional Council and the State. It is applicable for 12 years, from 2010 to 2022.

 

The Charter Scarpe-Escaut Regional Nature Park sets out a shared vision for the area over the 12 year period. This vision is described in terms of missions, strategies and actions and defines the individual commitments of the signatories.

Significantly, the Charter acts as powerful tool in influencing regional planning policy. Since the implementation of the Grenelle 2 law, local urban development plans (plans locaux d’urbanisme, PLU) must be consistent with guidelines for regional coherence (Schémas de cohérence territorial, SCoT) which in turn must be consistent with the Park’s Charter.
